I think I finally found a solution to the ruffle or no ruffle problem ;D

it’s supposed to look diagonal, not sure if I was successful xD

all the layers are poofier (is that spelled right?..) and stiffer than they would actually be once I sew them.. they’re only hemmed with pins right noww
