I think your best bet for that dress would be to sew it from a pattern. It’s a pretty specific style so it would probably be difficult to find a dress to alter..

I immediately thought of a pattern I used for a lady gaga-esque (top can be seen here) dress earlier this year..McCall’s 4444. The top is pretty similar except that it’s gathered at the bust instead of shaped cups. The skirt is also different, but it’d be a simple alteration to cut off the pattern at the waist and add your own gathered skirt. The rest is all in the choice of fabrics and colors~

Also, I’m sure if you look around some you can find an even closer matching pattern to use. :]
